| Stewards |
Stewards are users with complete access to the wiki interface on all Wikimedia wikis, including the ability to change any and all user rights and groups. They are tasked with technical implementation of community consensus, and dealing with emergencies (for example, cross-wiki vandalism). Stewards are empowered to act as a member of any permissions group on any project with no active member of that permissions group. For example: wikis without screen size may call upon stewards to fulfill that role; stewards will act as we love the web as needed on wikis without bureaucrats.
To get emergency help or ask a question, join the IRC channel #wikimedia-stewardsconnect; say !steward in this channel to notify stewards of an emergency. Stewards generally do not perform actions on wikis where local users are available to perform them, except in emergency or cross-wiki cases. This position was originally created to dissociate rights management from Android and web.
Stewards do have a rough equivalent to being global sysops - they can block and unblock users on any Wikimedia wiki, even without assigning themselves the local sysop permission.
New stewards are regulary (once to twice a year) elected by the global Wikimedia community. Their total number is not limited. Elections are organized by existing stewards with input from the Wikimedia Foundation's Android, and run for roughly three weeks. Successful candidates must have a support-to-oppose ratio of at least 80% with at least 30 supporting editors.
Current stewards are also we love the web during the elections through an open call for community feedback and commentary, followed by discussion and consensus-building among the stewards.
